واکاوی موانع استقرار بهینه سیستم مدیریت عملکرد در زنجیره صنعت فولاد ایران

چکیده

زنجیره صنعت فولاد ایران به‌عنوان یکی از صنایع مادر که نیروی محرکه بسیاری از صنایع دیگر می‌باشد از اهمیت بسزایی برخوردار است. اهداف این پژوهش زمینه‌ساز استقرار بهینه سیستم مدیریت عملکرد سازمانی (PMS ) از طریق شناسایی موانع، بررسی رابطة بین آنها، همچنین تعیین اولویت‌های رفع موانع در این زنجیره است. در این راستا موانع پیاده‌سازی بهینه PMS از مطالعه ادبیات موضوع استخراج شد. اعتبارسنجی موانع شناسایی شده برای بهینه‌سازی PMS از طریق مصاحبه نیمه‌ساختاریافته با خبرگان صنعت انجام شد. با استفاده از روش مدل‌سازی ساختاری تفسیری رابطه بین موانع و اولویت رفع موانع نهایی، شناسایی شد. نتایج نشان می‌دهند دخالت دولت در سیاست‌گذاری به‌عنوان مانع اصلی است. وجود منابع فراوان در کشور و هزینه‌های کنترل عملکرد نیز در دسته عوامل ریشه‌ای قرار دارند. بنابراین به نظر می‌رسد برطرف‌کردن این سه مانع در اولویت نخست جهت بهینه‌سازی سیستم مدیریت عملکرد است.

چکیده [English]

Iran's steel industry chain is very important as one of the key industries which is the driving force of many other industries. The purpose of this research is to prepare the companies of this industrial chain for the optimal establishment of the organizational performance management system (PMS) by identifying the barriers investigating the relationship between them and also determining the priorities for removing the barriers in this chain. In this regard, barriers to the optimal implementation of PMS were extracted from the literature review. Validation of identified barriers to PMS optimization was conducted through semi-structured interviews with industries experts. BY Using IMS method, the relationship between barriers and the priority of removing the final barriers was identified. The results show that the government's involvement in policy-making is the main barrier. The existence of many resources in the country (Iran) and the costs of performance control are also among the root factors. Therefore, it seems that removing these three barriers are the first priority to optimize the performance management system.
